A wave of recent policy proposals would mandate online intermediaries to filter content for copyright infringement. The EU's recent Copyright Directive effectively requires online platforms to use filters in order to avoid liability for copyright infringement, and large rightsholders have advocated similar measures in the US. In this session, we'll discuss the recent policy proposals on filtering. We'll also discuss how large web platforms currently use copyright filters and their unintended consequences for legitimate speech online. In understanding the limitations of these tools, we can improve the debate around their use, particularly as lawmakers consider proposals to require web platforms to filter.
